1896O'Connor and his staff at the Public Works Department develop thirty-one proposals to supply water to the goldfields, and in July the chosen pipeline scheme is presented to Parliament.

The scheme calls for a storage reservoir in the Darling Ranges, and a pipeline with thirty-inch diameter steel pipes to carry the water. Eight pumping stations, each with service tanks and a holding reservoir will push the water over 329 miles to Kalgoorlie. Each pumping station will lift the water about 225 feet, and the pipe will deliver five million gallons of water each day.
